Rainstorm forecast is always the most difficult problem of the meteorological forecast heretofore. After the years of seventy, there were many researches on rainstorm forecast in our country. Because of the massive rivers and the convergence of rainfall, the south was always been submerged by the flood which people have had to fight against. For the government and all the people, it is so urgent to research and develop such a modern issue information system that it can reduce the loss produced by floods. And it is very important to provide timely and accurate forecast of disasters and floods for the research and develop the issue information system of floods produced by rainstorm. All of these are based on digital info of rainfall detected by radars, ADO, Web database technology to complete the process from data collection to data export, so as to provide latest info and various meteorological services.The thesis is composed of six parts, those are summary, pertinent technology, discussion of some key technology of ASP in the development of Web database, design and realization the issue information system of floods produced by rainstorm based on Web. After the particular analysis and research of the develop technology of network, with the technology of ASP and ADO as a key technology, we have decide to do a integral discussion of how to realize issue information system of floods produced by rainstorm. In addition, the technology of GrADS and its application in information system has involved in the thesis . In order to separate all the system module and decrease the complexity of the system maintenance, we establish and use auxiliary module, during the design and realize, such as full-scale variable definition module, database accession module, systematic database maintenance module, network export module, exportation and issuance of info module, file storage and extraction module. In addition, we analysis and research some other tech involve in the design and provide corresponding method to solve the problem.Contacting with computer and network technology, the thesis discuss the research and development of issue information system of floods produced by rainstorm. Finally we realize the function of query of dynamic info, remote data maintenance and info instant issue based on advanced network technology. The outlook of the system is clear and simply, and it has good practicability. Also it provides a useful reference for the other area.
