This paper aims at making a research on GIS's architecture and developing a small GIS platform whose intellectual property right is owned by the developers. OO (Oriented-Object) spatial data model and spatial database based on RDBMS are employed in design. After ESRI SDE is explained, a new spatial database model is brought forward which throws away the traditional data management method that separates spatial data from attribute data resulting low efficiency and implements data's seamless integration. Spatial data index applies a structure based on revised R-Tree and attribute data index applies B+ tree data structure. In network part three-level model and Java Applet technology are selected that is independent of the platform. All technologies applied make mass spatial data's storage, analysis and sharing possible.In the first stage of developing, the system performances good, and basic GIS functions, such as file operation, the conversion between different data formats, drawing vector graphics and query between spatial data and attribute data, can be realized with correct and rapid result and stability, however, to implement the whole functions needs a long period of hard work and developing the system to a deeper level.
