With the strategy of "Digital China" being proposed, "Digital City" came into being. As a symbol of urban informatization construction, "digital city" is rapidly carried out across the nationwide now. Urban geo-spatial framework is the important part of spatial information infrastructure, it provides a unified spatial positioning reference and geographic information public platform for urban development and the informatization construction. Then, fundamental geographic information database management system as a significant part of geo-spatial framework, it provides a visual management platform for the urban spatial information management and provides accurate spatial information services for government and all sectors of society.In this article, at the background of the research and analysis of domestic and foreign mature related technologies and theories, puts forward the goal to construct fuzhou fundamental geographic information database management system which is design to be a spatial information management platform supported by Oracle and ArcSDE technologies with C/S(Client/Server) mode. In the article, firstly presents the principles of system construction, then from three aspects to carry on the system demand analysis, there are users’ setting, functional requirements and performance needs. Combined with the previous demands researches, formulates the overall system architecture, designs and elaborates a reasonably smooth workflow technical line, explains the modules’ specific function, thus completes the general design of the system. Moreover, article focus on expounding the design of system database that contains database concepts design and data attributes tables’ definition. At last, analyzes and introduces the related technologies involved in the system, and probes into the features.In the process of system construction research, the overall technical line is sketched from users’ perspective and divides units to describe a clear and intuitive system operation process. Based on the analysis and comparison of different spatial data management models, decides to use the full relational database management structure, and in consideration of the classified characteristics of GIS data, planning the system deployment which data transmit to the client front-end through the classified network in C/S mode. Furthermore, puts forward a data management solution that Oracle as the database platform, ArcSDE as a spatial data engine, in order to make massive spatial data in the system platform to realize seamless integration management. In addition, considers the system security design, error mechanism and data backup recovery strategy.
