Cultivated land is the indispensable natural resources on which mankind lives and which also ensures affluence and development of a country. China has a large population and thus small is per capital area of cultivated farmland. Agricultural foundation is quite weak in our country, while the task of industrialization is not yet finished, the development of urbanization has to be accelerated. the results in a conflict between land for construction and farmland protection so that it is even harder to protect land than ever. The phenomenon of farmland protection abuse without authorization occasionally happens in some places and it is increasingly obvious that anew illegal act of occupying cultivated land emerges. So the established policy hardly meets the demand of farmland protection at present. Artificial verification and supervision are so inefficient that data from land protection cann't be accurately added up for analytical use to serve the policy decision of land protection, which wastes a lot of information. Therefore, it is urgent to encode the information from land protection.The paper is to thoroughly investigate and analyse business demand for protecting farmland and make a detailed investigation about the development of the established land-protecting information system, and do some research and make designs on these investigations. A prototype for land-protecting system is designed through ArcEngine under the development of visual basic. It is to verify and carry out some crucial models of system, data input, display, editor, browse and inquiry, nagistration and verification for land-protecting business, cultivated area forecasting, information- encoding management of land-protecting business documents and so on. It also makes a summary of what has been gained from developing programs through ArcEngine and gives my own views. Finally, it summarizes what has been acquired from doing research and makes several suggestions about the future development of the system.
