Administration zoning is an important means to manage national administration.Whether administration zoning is in reason has a significant meaning to national development.Now whether township zoning is in reason is very significant, because we are still in theprimary stage of socialism, which is the stage to industrialized country from agriculturalcountry, and people of our country centre in the countryside, so the development ofcommodity economy, and the realization of industrialization, relies on the towns. Besidessmall towns are close to the countryside, they have the function of adjusting the relationbetween urban and rural areas, promoting the rational arrangement of township enterprise,developing the commodity economy of urban and rural areas and so on. However currenttownship administration zoning pattern is not fit for the development of township economy,and currently majority of township zoning adjustments merge the township roughly, whichlack the scientific theoretical foundation. Therefore there is no distinct improvement functionin administration efficiency of township. Moreover, the phenomenon appears that towns aremerged for merging. So seeking a reasonable method for township zoning adjustment isimperative.Geographical Information System is a kind of information system specially used forgathering, storing, managing, analyzing and expressing spatial data. It is a tool used forexpressing, simulating realistic spatial world and processing, analyzing spatial data, and akind of science and technology about spatial information processing and analyzing. Itsfunction of spatial analysis is considered to be one of the most valuable wealth, so it also canbe regarded as the resources that can be used for solving spatial problem. The function ofspatial analysis has already been applied in many aspects of natural and social economicfields, which used for solving numerous and complicated problems in natural field and socialeconomic field.In view of this, the dissertation studies to withdraw related information using spatialanalysis of Geographical Information System, in order to probe into the method to adjusttownship zoning. And it takes Changling County, Jilin Province as study area to explainparticularly. The concept of urban hinterland area is imported in the study. The main thoughtis to take the urban hinterland area of every town as their radiation area, according to theinformation about relative positon and scale of urban hinterland area and regional area ofevery town to merge small-scale towns. The data are needed: polygon feature class, pointfeature class and statistics of every towns in study area (county ).There are three part in this study. Firstly, analyse current status of towns. From this work,some parameters which are needed in this study and how many towns should be reserved canbe defined. Secondly, calculate and com ion power that each point in study areaare received from the towns around, to determine the radiation area of every towns (townhintepare the radiatrland area ). Thirdly, analyse the relative postion and scale information about currentlytowns and their town hinterland area, according to the count of towns that should be reserved,to merge the small-scale towns and determine new township zoning. Calculating townhinterland area is the key tach in this study. Its steps are followed. Step 1: create raster datawhich can express the spatial area of one county. It uses the characteristics of raster datawhich can express the continuous spatial area. Step 2: convert the raster data to point featureclass. Its aim is to use the virtue of vector data which can be easily calculated. Step 3: on thebase of previous steps and the data prepared, calculate the radiation power that each point instudy area are received from the towns around. Use the method of selecting big data,determine the ascription of every point and town hinterland area of every towns.The purpose of this study is thoroughly using the formidable spatial analysis function ofGIS, solving the practical problem met in township zoning adjustment, and offering thetheoretical foundation and decision support for the relevant departments of the government tocarry on township zoning adjustment.
