With the development of cities and the desire of foundational geographic information from various departments, each city carried out the surveying and mapping of the vector topographic data, and many cities have begun researching and constructing of the urban foundational geographic information system. Some developed cities have primarily built the vector topographic database and the database has basically met the need of their departments.But as a result of the technology and standard of the database construction, the database could not be used widely. And there are also many underdeveloped or developing cities which urge to build the vector topographic database. So how to save the fund and resources in carrying the construction out and to build the database swiftly and efficiently is key to the construction of these city's informationization.The Dissertation studied the mode and technique which are used by many cities while building urban vector topographic database, and made a lot of work on the key issues in the database construction with the assistance of the practical project. The main contents in this Dissertation are as follows:1. How to classify and code correctly to meet the foundational database is common in building vector topographic database no matter the way to collect data is scanning and vectoring or newly-surveying, etc. The Dissertation put forward a new classifying and coding system which helps to extend and share, and gave the realization of transfroming of the former coding system. The coding system is consisted of eight fingers.2. A series of methods and measures which are feasible to the pretreatment of vector topographic data was illuminated detailedly in this Dissertation.Through these measures, the quality of the vector topographic database could be insured and laid the foundation of wide-use to various departments in the city.3. The database design of urban foundational geographic information system, the importing to personal database and uploading to ARCSDE database of topographic data and geographic attribute data were all discussed and realized relatively based on the ArcObjects and Geodatabase data model.4. It is possible for the vector topographic data to remain many problems after importing to personal database. So the author did some research on how to check the problems and how to combine the data-check in the database and the pretreatment before importing to database.5. The spatial data storing in foundational geographic database should be continuous in space and seamless in physical. So the Dissertation designed the merging module which is suitable for not only the map subdivision but surveying region or arbitrary area and realized it based upon the ArcObjects. By the way, the across-subdivision polygon feature is also obtained.
