| In order to safeguard social stability and order better, ensure safeties of state and people's lives and property, it becomes imminent to establish an effective police using geographic information dissemination system, which is designed to improve the efficiency of public security department, make the command decision-making scientific and deal with an emergency capacity on the basis of the continuously consummated "Golden Shield Project" network infrastructure.After deeply analyzing the applications, current development and existing problems of police-using GIS, according to Lanzhou City Public Security Bureau Golden Shield Project "Police issued a geographic information system", the dissertation probes into the issue and application of space geographic information in the public sector. Meanwhile, it makes comprehensive research into the police-using space geographic information's issue from its theory, method and means.The research work mainly includes the following aspects:1. By analyzing and comparing the technology and platform of police-using space geographic information dissemination, we put forward a system collectivity design project in full consideration of the customers' needs;2. According to relevant industry standards of public safety, a system data manage scheme is proposed which can combine space GIS databases with Police information database;3. Based on the space data operation and display expression function of WebGIS technology, the police-using space information Web graphics technology project is designed;4. According to the characteristics of public security operations management, the Web enquiry and positioning function of security management operational data is designed;5. Based on user's right and limit classification management, police information update and data acquisition function are contrived, which make GIS data updating and maintaining more convenient.
