With the rapid development of the Internet,people feel more requests about spatial information by WWW. Internet provides a new and efficacious Geographical Information System carrier to GIS. Web Geographical Information System is the combination of Internet/Web technologies and Geographical Information System ,it make the web publishing and sharing of geospatial information in the whole world possible and has bought great influence to the national economical development and our everyday life. Now, software of WebGIS apply current popular technology in the communication, application protocol system structure, it makes GIS software more opening. Web facing a new challenge for the further development, and WebGIS must track the opening way.This dissertation introduces the OpenGIS and the characteristic of the GIS, analysises the state of webgis, discusses the implement technology of WebGIS, study Multi-Source data in the land using data sharing, raise an interoperation solution of Multi-Source.First, the paper introduces the characteristic of Multi-Source data and application in the land using. Second, the paper raises an interoperation method model of the Multi-source and Heterogeneous Data based on the storage method and XML technology. Directed against the security problem in using the separating storage method for unstructured data file and its attribution, this paper shows a "monitor" method to protect the non general destroy to the unstructured data file and hold the identity of source file and its attribution in the database. Lastly based on the general analysis of the actuality of land using data sharing and aimed at existent problems of land using data sharing, the systematic configuration for land using data sharing based on XML systematized techniques is put forward . XML systematized techniques supporting and realizing the system, including the correlative concepts and technologic character of XML, GML, Web Service, SVG .
