| Content: With the rapid development of China's national economy, the society calls forhigher and higher demands to the government of the long-term planning andmanagement. And the macroeconomic depends on the holding of such informationthat about the past, nowadays and the future of the nation. 80% of such informationattributes the spatial information, traditional ways, such as handcraft, analyzing byhuman, can not fulfils the requests because of so much information. For the sake of usingsuch information sufficiently and rationally to provide useful information service on cityplanning, construction, management and decisions to improve the level of managementof the government to promote the information and modernization on the management ofmacroeconomic, the construction of each level of city planning system is needed. It isthe best way using computer and GIS technology to resolve this problem. By using it,distal of macroeconomics management, standardization of data indicators, real-timeresults tracking, opened supervision can be realized efficiently.GIS is the important part of the IT, and it is more important in the informationsociety. The traditional GIS tools can not fulfill the applications with the GISdevelopment, or with the right trend of the development of GIS tools. They face the hardways in many fields. It is ComGIS which is based on component developing technology,now is one type of new technology which can resolve the problems which the traditionalGIS tools can not.This article shows the development of the technology system of GIS tools, anddifferent ways of developing GIS, and ComGIS in nowadays and future and ask forresearching planning and managing information system for the country region by usingComGIS technology to fulfils the requests of the planning and management departments.In the end, the author shows us a sample of this kind of system of 5 years by usingVisual Basic6.0 and MapX, one of component GIS tools.
