| As a high-tech industry, transgenic technology brings huge economic and social benefits to the world, but the technology there are many uncertain factors that affect the ecological environment, human health, social development at a different degrees. This thesis has studied a series of ethical issues that brought about by the transgenic technology innovations. After given the definition of innovation ethics, the thesis create an analytical framework which include innovative ethics - risk society - post-modern thinking -responsibility. Based the analytical framework, the thesis analyses the transgenic technology ethical motivation, ethical norms and ethical constraints.This thesis is divided into four parts. The first part introduces the features of transgenic technology from the nature of technology. It also analyzes the central issues in the debate of the innovation of the transgenic technology as well as gives a review of the existing literature. The second part, respectively, on the support and opposition to the ethics of technological innovation, on the motivated changes of transgenic technology innovation ethics. The third part researches the kind of moral responsibility of transgenic technology innovation, and provides the priorities of ethical principles which suit to the moral responsibility. Part IV, proposed the suggestion to solve the innovation ethical constraints, such as establish the mechanisms of risk assessment and early warning, increase the education of innovation moral.Innovation ethical of transgenic technology is a hot issue in science and technology philosophy. It involves a wide range of ethical controversy and different stakeholders. The thesis based on analysis of transgenic technology innovation ethical motivation, norms and constraints, can guide the healthy development of innovative activities, there is an important theoretical and practical significance on the formulation of public policies and correct understanding of transgenic technology.
