Construction And Application Of Land-use RS Monitoring Basic-database

Land resources are the fundamental factor without which there will be no survival or development of human being. With the fast development of our national economy, the rapid expansion of land used for Urban & Rural construction and the gradual decrease of cultivated land had become a more and more severe environmental problem. Remote sensing technology, with the characteristic of macro, comprehensive, real-time and periodic observation, has made it possible to make a quick, objective and accurate dynamic monitoring of the status quo of land utilization. The first round of countrywide survey on current land use has already completed. In every region, the main efforts has been focused on the Investigation and statistics of the alteration of land-use。The land-use alteration survey has always been the most important and fundamental stage of land management. How to verify the accuracy of the alteration survey data, especially the inventory of cultivated land, so as to effectively restrain the disordered occupation and inappropriate use of land recourses and keep a dynamic balance of cultivated land, are of great importance for departments of land and resources to make correct macroeconomic analyses and decisions.This paper, based on the building of background database of urban land-use RS monitoring——sub-project of the dynamic land-use RS monitoring in the latest round of national wide land and resources survey organized by Ministry of Land and Resources , PRC. summarized the latest development of domestic and international study in the field of land-use RS monitoring ,illustrated the main points and purposes of this research, and took Jilin city as the target area for study, analyzed the natural , social and economic backgrounds of its land-use, explained the technique routes, methodology and processes used in land-use remote sensing monitoring and the building of background database, trying to search out an appropriate monitoring method suitable for Jilin city and to develop a highly feasible technical process for remote sensing monitoring and the building of background database, and all in all, to make a strong technical foundation for the fully and comprehensively carrying out of the dynamic land-use remote sensing monitoring and the second round of land survey in Jilin provinceMain contents:(1)SPOT5 images processing work have been done, including picture element re-sampling, panchromatic and multispectral images pre-fusion enhancing, image fusion and post-fusion enhancing etc. by comparing the image effects before and after processing with qualitative & quantitive methods, obtain the best visual illustration of images so that we can clearly tell the sorts and limits of land.(2)Based on MAPGIS system, work in the building of land-use remote sensing monitoring background database is completed in this study.(3)the difference between background database and reported data are analyzed, and some reasonable suggestions are put forward.
