The article summarizes the concept, the characteristics, the application, current status and developing tendency of the geography information system. It takes South China Sea marine environment management as the background and aims at its special management requirement. Basing on GIS platform and objects groupware, simultaneously, it brings forward an integrating and developing model of environmental management information system on South China Sea, and abstracts out general methods of the study of environmental management information system. It also exhibits the basic thinking, the design approaches and the developing means on the field of the environment management GIS. Therefore, it provides precious experiences for other greater coasting area to design the large scale environment management information system. The main contents of the system include the system goal, the function requirement, the data gathering, the system construction and the second development of the system etc. Furthermore, this system can form and manage the spatial database. Through the model of spatial query and spatial analysis, it offers various support functions of the environment decision-making. More importantly, through the analysis function of the remote sensing technology and the raster data, combining the environment model, it can reach visual display effects on monitoring marine contaminations. The article put emphases on the system design, the development process and the database design. Afterward, it put forward a way on how to utilize GIS technology to achieve the enquiry of foundational spatial information, the analysis of statistical data and monitoring data, the assessment for ambient environment, the environmental impact assessment, the model coupling etc. and then accomplishes the support of decision-making. It simultaneously offers the main point of system establishment and answers the question that should be noticed when system constructed. Author takes his subject 'The Study of GIS-based Management Information System on Oceanic Utilization' as an example, through the process of systematic integration and systematic function development, step by step presents whole constructing process of a information system, the customizing process of various function module and the process of the second development.
