In China, the road maintenance fees collected from units and individuals which have vehicles, which are the Special funds used for highway construction, maintenance, and conservation, etc. But whether it is the traditional road toll collection management, or the new policy what is fuel tax, there are many deficiencies are unable to achieve the true intents of maintenance fee.With the development of modern computer, information and communication technology, traffic management departments have more and more through the use of new technologies and new means of serving the transportation system. As the GPS technology with real-time accurate positioning functions it has been widely used in all sectors; GIS technology has strong statistical and analysis functions for spatial data, it has been popular in various fields. Based on this research background, the paper proposes a new road maintenance fee collection system which based on the integration of GPS and GIS. The basic idea is: using GPS get the actual mileage of different vehicles in different sections of road, through statistics and analysis by GIS, to calculate their actual costs to be paid, so as to achieve the purpose "the more used, the more paid", to ensure the rationality and fairness for road maintenance fee collection.In this paper there is a specific design of the road maintenance fee collection system which based on the integration of GPS and GIS. Through system analysis and platform selection to determine the objectives, basic principles, Frameworks, system architecture and system platform poses. On this basis made two major functional modules design for GPS Data acquisition and GIS application, and made Xi'an as an example to carry out the detailed design of the system database. Finally uses the Secondary development of component-based technology which based on MapX, MapInfo software as GIS platform and VisualBasic6.0 Visual Programming Language to develop the system which based on detailed design of GIS module, design an interactive user interface, and give Specific realization about GIS functions.
