The flood disasters are frequent natural disasters in China. In the flood disaster, the safety of life and property of the victims is crucial, so, how to effectively organize the disaster refuging and migrating becomes the focal point of relief work.Since the preparation of flood risk mapping started not long ago in our country, the research of using visualization technology to express the flood risk information is still in the stage of development, especially, the achievements of evacuation decision are much less. The article, based on network analysis of the theoretical results of fuzzy mathematics (main application is the methods of variable fuzzy sets)and GIS (Geographic Information System),combines the flooded zone, flood depth and flood arrival time of submerged area to determine evacuation direction, uses the shortest path algorithm and Dijkstra algorithm screening for network analysis, and adopts the semi-theoretical, semi-empirical road weight functions to calculate the migration of flood evacuation road weight functions, divide evacuation unit, select shelter, analysis and design the best route of refuge, and then map evacuation road of flood zone in ArcGIS 9.2. Finally, the article completes a visual display of the best selection of evacuation road, which enables decision makers understand intuitively the submerged flood frequency range and the corresponding evacuation program in order to make the right decision, with practical application value.The research, using Visual Basic 6.0 as programming language, Windows XP system and ArcGIS 9.2 as supporting platform, based on the project of the left bank of the Liaohe River, employs ArcGIS Engine 9.2 which is GIS functional components to develop the best evacuation road system of the left bank of the Liaohe River flood zone. (The system realizes the basic view function of risk map, spatial reference set features, the best path analysis of flood zone, and spatial query function. At the same time the system can accept the form of data in multiple formats, and also can load object as well as save data through GxDialog.) Achieving a visual management system of evacuation route choice of flood zone, it is a decision support tool of flood risk map management information system which has good practical value.There are two main research innovations:(1) In theory, the methods of variable fuzzy sets were used in the primary refuge program of flood zone, obtaining the eigenvalue of evaluation then, which enables to select the best route from evacuation unit to refuge according to the eigenvalue.(2) Currently, there is little research on the choice of flood risk map evacuation in our country. In this paper, visualization technology was used in expressing the flood risk information of evacuation road choice. The flood risk map of management information system is scientific, effective, and simple intuitive, while it improves human-computer interaction.
