The implementation of construction project's tender and bidding is an important content of construction management system reform in china, is an inevitable product of market economy development, is also a need to meet international requirements. The implementation of construction project bidding is an important measure which make our construct market trend to legalization, standardization, perfection, and is of great significance for merit-based selection of the contractor, and effectively control of construction costs. In the many circle of bidding, evaluation is the most important circle which success will directly effect project construction. So, the main content of this article is to study how to establish a scientific, rational and easy to handle decision-making method of bidding evaluation.This paper analyzes the advantages and disadvantages of traditional bidding evaluation methods from traditional methods introduction, and in the light of the current existing problems, sets up fuzzy comprehensive evaluating model based on AHP (Analytic Hierarchy Process) and Fuzzy Comprehensive Evaluating Method. The papers'contents mainly includes:With the AHP, the various complicated problems influencing the evaluation indexes and then these indexes are grouped into an orderly hierarchical structure. After comparing the indexes one by one, the comparative importance of the indexes are determined. Thus an objectively evaluation method takes the place of the subjectively given evaluation method. So the objectivity and accuracy is largely increased and the influence of subjective elements decreased.Apply fuzzy comprehensive evaluating model to evaluate tenders. The method is to divide the evaluating results into certain ranks, and determine the degree of membership of each evaluating indicator to each opinion rating, rank the the tenderer. The use of the method effectively solves the non-distinct in the transition about the difference of bidders' evaluation, increase the accuracy of bidding evaluation.Confirm the rationality of fuzzy comprehensive evaluating model. Because there is no an effective method to evaluate the results of the model, in order to verify whether the model is reasonable, with an example of "diversion tunnel gate blocking of a hydropower station", the article compares the ranking results of tenderers to the results of comprehensive evaluating method, thus verifies the reasonable of the model. Through comparative analysis, puts forward the superiority of fuzzy comprehensive evaluation model.Through the study on bidding evaluation, the article hopes to supply some references for the bidding evaluation of construction project.
