With the development of society and technology, environmental protection problems arises the attention from the scientists as well as the general persons, which has becomes the vital problem related to human being's future. In order to protect environmental protection effectively, it is extremely important to master environmental information. Environmental protection information system applies GIS technology in processing and application of environmental space information for offering, a vivid image information acquisition means for all levels of environmental protection departments. With the help of GIS, the related departments can master the environment within the district of geographic information easily and quickly.Firstly, this paper introduces the concept and the procedures of environmental assessment, analyzes three commonly used methods of environmental assessment, including fuzzy evaluation method, BP neural network and gray system theory. Then we propose an environmental assessment and prediction model based on gray system theory and BP neural network, combining with the characteristics of both theories. This model can reduce the data noise caused by the randomness of the original data, also has a powerful ability to deal with non-linear or uncertain relationships, and greatly improves prediction effect.The purpose of software development is not for duplication of effort, but for the reuse. The component-based development model embodies and makes best use of the idea of reuse. Based on introducing of the development of GIS platform and analyzing and comparing three main WebGIS software produced domestically or abroad, the paper designs and implements environmental protection information system based on RealGIS. RealGIS is a large GIS development platform, produced by Intelligent Software Laboratory of Zhejiang University, which provides the supports for both second-development and large, comprehensive GIS related applications. It adopts completely Component GIS, so it has advanced system architecture, standard object model interfaces and excellent scalability and flexibility, which can add new features dynamically. Otherwise, RealGIS system can better support for a large number of real-time dynamic information monitoring, and also can display these changes dynamically in real time.This paper proposes the objectives, principles and technical route of the system design based on the research asforementioned, and then provide a detailed design for system communication network, database and computational analysis. This database adopts geographic object server (GOS), a sort of GIS middleware based on the Object-oriented database technology, which can maximally ensure the consistency and integrity of user data. It supports multi-user concurrent access, rights management and mass data storage management; what's more, it provides powerful spatial analysis capabilities. Then on the basis of theoretical analysis, the paper realizes the environmental protection information system based on RealGIS.Finally, this paper sums up the characteristics of this system, and proposes the direction for development of research and suggestions for development in the future.
