Water pollution control system is a multi-variable, multi-object and multi-hierarchy system, which contains magnanimous information. The traditional water pollution control planning methods have become more and more unsuitable for information times. The development and consummation of Geographical Information System (GIS) have offered a great opportunity to develop the water pollution control planning. In this research, GIS is applied into water pollution control planning, in which the Model Base System (MBS) is constructed. The research has developed Water Pollution Control Planning Spatial Decision Support System (SDSS) based on GIS.The research is devoted to studying and developing the Water Pollution Control Planning Geographical Information System (WPCPGIS) Model Base (MB). It has studyed over the cacaulating models in each water pollution control planning process and has made them more perfect. Visual Basic computer language has been used to write programming modules. Base on these programming modules and GIS technology, the MBS has been developed. In WPCPGIS, the MBS can simulate water sysytem and programming process very well, and it can provide planners and decision-makers plenty of important information, such as distribution and let out intension of pollution sources, pollution load of river, water quality information, water body environmental capacity, programme economic analysis and reviews.etc. The caculating results of these programming modules can be displayed as digital maps in GIS environment. All these have made the WPCPGIS can be directly used in water pollution control and water environment dynamical management.In this research, the GeoMedia Professional 3.0 is used as the system platform, in which objects are spatial supervised and analysed; Microsoft Access 97 is the database system, in which data is stored and transferred.This research selected Fengzui river in Chongqing Three Gorges area as a example, and developed Fengzui Rive WPCPGIS Model Base System.
