The world has been taking seriously about the problems of environmental protection day by day, the corresponding environmental management level also urgently need to be improved. At present, our country mainly through the method of amount controlling based on targets made by government to manage water environment, but it is only a transition method. To plan the water environmental management scientifically, we must implement the method of total amount control based on environmental capacity. Jiaozhou Bay as a surrounded bay by Qingdao, its environmental quality is very important to the society and economy. But in recent 20 years, with the development of society and economy of Qingdao, more and more pollutants are discharged into Jiaozhou Bay. Thus, serious problems in marine environment and ecosystem are induced in it. To control the marine environment of Jiaozhou Bay, the government of Qingdao and some scientific research units have been doing lots of work. But due to the lack of technological support method, these results can't support environmental protection organization and government to make decisions efficiently.In views of the present situations in which the present technical support method is insufficient for the process of water environmental total capacity controlling and considered the demands of water environmental managers, this thesis is to develop an environmental decision support system. Firstly, the thesis induces the management patterns of the total capacity control system through summarizing lots of experiences about it from domestic and foreign. Then, the thesis takes Qingdao which is a typically coastal city developed surround Jiaozhou bay as a demonstration. Based on the systematization and the informatics technologies, the thesis designs the frame structure and system functions of a decision support system named Jiaozhou Bay Discharged Pollutants Marine Capacity Controlling System. In addition, the thesis discussed the problems about the key technologies and technical difficulties thoroughly.i. The whole system contains six components, such as sources of pollution management subsystem, environmental stimulation and forecast subsystem, capacity division subsystem, industry restructure and optimized layout subsystem, and pollution discharge power transaction subsystem.ii. The key technology of system: based on three-dimensional coupling transport-transformation-hydrodynamic transport model and Geographical Information Systems technologies, through the method of tight coupling, with the component of Arc Engine of ESRI, the thesis redevelop a GIS-based EDSS in the development environment of Visual Studio.NET. With the friendly interactive contact surface, user will be able to stimulate the transport-transformation and diffusion process of nitrogen and phosphorus nutrients, COD, petroleum hydrocarbon and lead et al.iii. With GIS to visualize the model data, the system firstly converts the discrete data to vector graph, then the interpolated data will be converted to grid graph. In order to control the time series, we integrate the timer control of .NET into the system, so the user can view the dynamical diffusion process of pollutants.iv. The whole system also contains a model management subsystem to manage varies of models. The model management system encapsulated models into exe file format, and the operation to files can through System.IO.Directory,System.IO.File in .NET.v. Finally, we complete the design of the whole frame structure and the development of some partial functions of the subsystem. And in the end of the thesis, it demonstrates some functions of subsystems which have been developed, and it also summarizes the problems in the process of development. In the future, we will keep on feeding back and modifying it.The study of Jiaozhou Bay environmental decision support system, not only provides an efficient tool for environmental managers, but also offers useful experiences and references to other developments of environmental decision support systems.
