So it is obvious that system analysis and the system optimization are the powerful tool of water pollution control plan. The main characteristics of water pollution control plan decision system based on the model algorithm realization problem analysis and the decision-making, it solves the water pollution control plan problem with the geography information technology and the systems science method, It is the information technology in the water pollution control plan domain application, it is behalf of water pollution control plan development.The present paper attempt to inserts the model algorithm mode algorithm to the GIS decision-making support program closely.
