The contradiction between pollution and development aroused people's attention decades ago, but how to settle the contradiction has always been a difficult problem for people, especially the environmentalists. In the past years, the settlement to the problem has been mostly bottom disposure: the means only transforms waste from one form to another, and the waste doesn't disappear from the earth or is reused in the new flow, thus this can't resolve the problem ultimately. Moreover, thinking over their own economic profit, many corporations are just to pass the environmental criterion but not to take part in activelly. Furthermore, the waste disposals of several corporations are only of ornaments and means to tackle management department of environment. Obviously, for the corporation's active attention, we must increase corporation's profit as well as protecting environment. Then how to do it? The Industrial Ecology concept provides a well resolution. While, one most important practice of Industrial Ecology is EIP.The paper narrates in order of building, appraising, developing and ameliorating of EIP, namely, the layout of EIP, the benefit analysis of EIP, the integrated capability appraisement, the energy appraisement and study about EIP.Chapter I reviews briefly the background of EIP's development, the concept, study contents and study methodology of EIP, then introduces the application of EIP in industrial systems and the existing issues about EIP's development.EIP is a most important practice of industrial ecology. Chapter II relates practice and development of EIP both abroad and home. At last, the writer put forwards to five suggestions to the development of EIP at home.Chapter III takes Shanghai region as an example and relates in detail thoughts and steps of EIP's design and establishment.Chapter IV calculates and studies the benefits of EIP in chapter III.Chapter V studies the integrated capability of EIP, up to now, hasn't been fully dealt with. This paper establishes an integrated capability assessment model of the EIP from three aspects: economic benefits, environmental benefits, and social benefits. And introduces the methodology to use about the model. In addition, the writer puts forwardthe concept about EIP's flexibity.As China's EIP study is in its initial stage, there are hardly any experiences to refer to. So how to manage and run EIP is a grate challenge to managers of EIP. To run and manage EIP scientifically, at first, we should at first be acquainted with the practice and development of EIP and the important factors that limit EIP's development, then government and managers of EIP should adjust and ameliorate these factors constantly to achieve EIP's lasting and fine development. Chapter VI expatiates upon the meaning of energy on the basis of studying and looking into EIP, and builds guideline systems of EIP, by introducing AHP as an estimate method; the method is propitious for the government and managers of EIP to make decisions, and to improve EIP continuously.
