Petroleum and gas are very important industrial material and necessity of people life and provide power for national economy. The exploitation of petroleum and gas is one of the basic national industry and play a very important role in the sustainable development of national economy. It belongs to the type of resource exploitation and will make impact on environment. Contrarily some of the bad impacts will restrict the development of Petroleum industry. So to reasonable solve the environmental problem could not only prevent contamination but also expedite the development of oilfield. We must deal with the relationship well of economy development, energy requirement and environment protection in order to develop petroleum industry sustainably. Reasonable exploitation and saving the petroleum and gas, protecting natural resource all these are important for national economy.Tahe oilfield is one of the main petroleum containing area in tarim basin and began to be exploited in 1980s. Since ten years development the production scale has been enlarged and the output has achieved 2570000 ton crude oil per year. It contributes much to national economy but at the same time the environmental problem emerged especially ecological problem. Oil field region is a complex ecological system of industry and nature with the characteristic of opening, frangibility and complexity. It is easy to be impacted by people and become unbalanced consequently. The rapid development of Tahe oil field in recent years has made great pressure to local ecological environment. As the exploitation is dynamic and will do harm to the ecological system without proper programming. It is because that we emphasized individual and part before and lack of system and integrity. Also restricted by economic level Southwest sub-company didn't protect the environment well. So for the purpose of improving the quality of ecological environment of Tahe oil field area, a ecological planning scheme for the construction of Tahe oilfield and the management of environmental protection is needed.Although the ecological planning has been developed in our country, it all work for city, land usage and landscape planning and seldom applied in industry especially in hungriness area as Tahe oilfield. So combining with the ecological environment quality of Tahe oilfield area and exploitation mode to make research on ecological planning and give corresponding moderate measure, it will have great meaning for preventing regional environment depravation, improving local environment circulation and realizing sustainable development.The ecological planning, which comply with ecology theory and total planning of Tahe oil field, will treat the oil field as a special ecological system for researching. To expedite the exploitation of Tahe oil field and protect the environment through harmonizing the ecological factors and their relationships with the ecological planning. Adopting ecological theory in planning and researching ecological problems in ecological angle will have great meaning for the total planning of Tahe oil field and ecological environment improving. According to the total planning of Tahe oil field and regional environmental quality I make ecological planning for Tahe oil field and define the concept of ecological planning and also illustrate the principle and main content of the ecological planning. Pointing out that the ecological planning is the most important and necessary measure to solve the ecological problems in Tahe oil field area, emphasize on the analysis of the basic theory of the ecological planning and the study on the countermeasure during compiling to make it a maneuverable system.
