China is a developing country with an abundance of people. With the rapid development of economy, the problem of resources and ecological environment is becoming more and more serious and becoming an obstacle of our modernization, so how to make effective and scientific monitoring and evaluation to the region lesources and ecological environment is turning into one of the subjects which needs solving urgently.Taking Wanquan County of Hebei Province as the research area and using SPOT and ETM+ image as main information source, the paper studies and summarizes the technique method and working flow on the remote sensing dynamic monitoring of resources and ecological environment based on GIS systemically with the help of remote sensing image processing software ERDAS IMAGINE and GIS software ARCVIEW GIS. It not only performs the geometric correction, registration, convolution, resolution merge, information extraction etc., but also completes data mining and 1he making and updating of professional maps, moreover, it makes the comparison analysis and study on the pivotal technology, such as the relationship processing of spatial polygon dati in ARCVIEW GIS, the comparison of common resolution merge methods, the extracting methods of road information and changing information.In addition, the paper does a lot of work on the naturally ecological environment evaluation of the region. It extracts three basic natural ecological factors which are vegetation, soil and terrain, and builds the evaluation model of naturally ecological environment of the region based on analyzing the actuality of studying a-ea and the existing data. This is also the important part of the remote sensing dynamic monitoring of resources and ecological environment based on GIS, because they provide the theory help and technique support for the protection of region resources and ecological environment and sustainable development together, and they are the same important.
