Water environment capacity is the maximal allowable admitted sewage, which is based on the range, hydrology condition, stated drainage way and water quality goal. The environment capacity is based upon scientific research of hydrology character of drainage area, drainage way and transfer disciplinarian of sewage. It also combines the management and control object confirmed by need of environment management. Water environment capacity reflects not only nature property (hydrology character) of drainage basin but also human environment need (water quality aim). The environment capacity will change with variety of water resource and the improvement of human environment need.This paper invest all kinds of pollute fountain and ensure let pollution quantity. All these are based on fruit of function area-dividing. The basic unit of environment calculation is the unit of function area-dividing. After compare several water quality models synthetically, choose appropriate water quality model, ensure corresponding parameter and calculate water environment capacity as well as feedback, adjust and check calculated capacity. The environment capacity of each unit can get. Compare with flux and gross cut of contamination synthetically, get general zoology water requirement. According to principle of efficiency and justice, distribute pollute load.The calculated result indicates that surface water environment of lhasa city can support definite environment capacity. With the improvement of pipeline net of lhasa city and establishment of sewage farm, the water environment of lhasa tends to increase.Aiming at the result of surface water environment function area-dividing of lhasa, the calculation of surface water environment capacity has property of pertinence and practicability and can provide scientific support for protecting surface water environment of lhasa.
