Water is the indispensability natural resource for the mankind survival and society development. Along with development of the society and economy of our country, the crisis, which was arose from the water-short and the increasing water-pollution, has become the conditional factor of our sustainable development strategy. Water environment function area-dividing, which provides the warranty for controlling and alleviating the water-pollution, is an important tache of water environment protect. Water environment protect function area-dividing, means establishing coercive measure for control pollution fountain position and contamination letting according to the significance degreee of the water environment function area, which is the symbol of the function area's scientificalness and practiceabiity. The function area-dividing services for the environment purpose administer and is limited by the technology and economy condition, it is spatio-temporal because the renovating project is constructed by stages. While dividing t he function area, it is necessary to take the water environment demand into account as well as the demand of the agriculture and industry development. This paper , having analyzing the surface-water environment problem and it's surface-water environment actuality of Lhasa, according to the water environment capacity calculating result and the whole developmental and programming stratagem of Lhasa, based on the surface-water actual employing function of Lhasa, divided the surface-water environment function area by differentiating near future from long future. At the same time, this paper made the controlling cell dividing and classifying analysis and then, made the function purpose attainability analysis, at the end, this paper, aiming at the actual water pollution problem, provided corresponding integrative renovating project and precautionary measure.This paper, according to the water environment capacity calculating result and the whole developmental and programming stratagem of Lhasa, divided the surface-water environment function area by differentiating near future from long future. It's conclusion, with it's pertinence and practicability, provided the scientific warrant for protecting the surface-water environment of Lhasa.
