Study On Cleaner Production Performance Estimation Of Iron And Steel Enterprise

Cleaner production (CP) takes the preventive environmental strategies all round in production process, products and service. It's an effective approach to industry pollution control; the best mode to both economic and environmental benefits for enterprise; and has important realistic and long strategic significance for sustainable development and new-style industrialization construction.Iron and steel industry is one of the main industries with high consumption, high emission and high environmental loads. In order to achieve sustainable development, the rough economic developmental mode must be changed and CP must be put into practice.This thesis expounds the meaning, significance, background, progresses, obstacles and flaws of CP combining current situation and national polices closely, discusses CP theory. Under the circumstances that relatively more experiments and propaganda are made while less performance are assessed and much uncertain factors exist now, the principle of CP audit and assessment and many practical experiences are summarized; indicators system, standard, weights and performance rating of steel industry CP performance estimation are established according to the characteristic of steel industry.Meanwhile, taking Chongqing Iron and Steel Ltd. as typical case study, through fieldwork and essential materials collection and analysis, we found the main problems in production, environment and management; and appraised conditions of the case from six aspects. Using comprehensive evaluation methods and indicators system above, the case study results are educed: Grades of environmental protection, technology and equipment are relatively lower, which shows the relatively lower performance level; the whole performance lies in slightly lower than medium level of Chinese steel industry, and has much potential to implement CP. Then a series of CP schemes are put forward, and are analyzed briefly according to current practical conditions. It's significant for persistent and further CP implementation. The results accord with fact on the whole, and were recognized and affirmed by the leaders of Chongqing Iron and Steel Ltd.The practical application shows that: The above-mentioned performance estimation system is concise, feasible and practicable, is one of the approaches to status analysis and diagnosis for iron and steel enterprises; can provide criterion and reference for CP audit and environmental assessment; It's helpful to check CP performance level of technologies, equipments, management etc. and seek more potential of CP.
