The thesis takes a project of 2×10~5t production for its first project whose production are 5×10~5t woods (pulp) and paper per year in Chongqing for example and combines the request of the law of environments protection and technology standard to discuss the indispensability and the feasibility of building the paper pulp material land based on the numbers of the whole and analyzes and estimates the advantage and the disadvantage of environments, society and ecological environment for building the paper pulp material land at the same time. The feasibility is standing by the selection of trees and the existent condition. And the matrix analytical was used on distinguishing environment impact element from the paper pulp material land, and analyzing soil erosion, plant diseases and prevention of pests and cure of the paper pulp material land and the environment impact on terraneous propagation. All these work was based on the special entironment of the southeast of Chongqing. In this thesis the analysis of the influence by the material forestry construction of the entironment and the ecological environment impact assessments on every items were spread out. By estimating and analyzing, the effective restorative countermeasure and substitute was produced, which brings both the protection of the entironment and the huge economical benefits.
