| The 21st century is "the century of the ocean". In a sustainable development's new age, people have understood the oceanic value more profoundly than before, when we exploit and utilize the oceanic resources, also need to pay attention to the environmental protection, along with the increasing problem of oceanic environment deterioration. On the background, nation boost the system to control the total pollutant discharge based on the environmental capacity and develop the research of marine environmental capacity, according to the project of Liaodong Bay environmental capacity survey and quantity of pollutant discharge calculation decision making system funded by the State Environment Protection Administration of China. In order to study the Liaodong Bay environmental capacity and the method for pollutant discharge quantity controlling, we put forward the way of using diffuse pollutant numerical model for simulating the process of pollutant diffusing and GIS for representing and analyzing the output of the model. And then the model and module of GIS are included in the integral system, based on the integral system making simulation and analysis. We also make analyses the way how to realize the integration of the model and GIS in the system development according to the method put forward in the paper, particularly introducing how to develop the system with a unique platform, common interface and integration of model and GIS. The application is illustrated by taking a case example of Liaodong Bay environmental management information system. Based on experimentation and analysis, the results indicate that the method is feasible and effective. Finally, the paper makes a simple summary about the dissertation, and looks forward to the continuous research in the future. |
