With the rapid development of the national economy, and modern science and technology continues to progress, the emerging environmental issues is becoming endless and innumerable, and another problem associated with it is the growing types of environmental information and increasing the amount of environmental data.Timely and effectively integration of the use of environmental information has gradually become a crucial part of environmental management as well as a significant solution for environmental problems. Information integration is the core of information technology, and how to integrate the large amount of environmental information timely and effectively, and an in-depth development of environmental information resources is the problem of the current environmental information management that needed to be solved.The geographic information system is a spatial information system has the function that collects, store, manage, operate, analyze, display and describe the spatial data. Effective combination of GIS and environmental information management can improve the ability of a comprehensive analysis of the environmental information through timely and effective integration of environmental data, and to provide a basis for decision making for environmental management.Based on the above facts, this research selected Shanxi Province as the study area. Collected and organized the environmental data within the administrative areas of Shanxi Province, including data of pollution sources in key corporates, the real-time pollution source monitoring data, environmental quality monitoring data, environmental planning data, and etc.This study established the two/three-dimensional environmental GIS system by integrating the environmental data (including:sources of pollution data, environmental quality data, ecological management and functional zoning data) and basic geographic data (including:2D vector maps, remote sensing images, elevation data model) of Shanxi Province, combining. The result of this research achieved the goals of visualize, browse, and query two / three-dimensional environmental data; three dimensional models for environmental monitoring equipment; emergency diffusion analysis of sudden pollution incidents; plus generating various thematic maps (including noise zoning maps, functional zoning map of water environment, ecological planning maps). This study has significant theoretical and practical values, which can promote the depth of the development of environmental information in Shanxi Province, and act as a reliable reference for decisions-makings related to local environmental management.
