In recent years, accidents such as fires and explosions are often found in all industries especially in Chlorine Alkali industry all over the country. They do great harm to people's life safety and health, also bring serious pollution to the environment. People pay more and more attention to the harm to environment brought by all kinds of risk accidents. Chlorine Alkali industry is an important basic chemical industry in our country, and it provides important resources to many other industry, and it does important contribution to the development of social economy. But there are a lot of risk factors in its producing process, such as fires, explosions and leakage of poisonous and harmful gases. If not well managed, they will seriously damage the producing equipments, and even cause casualties, and also do harm to surrounding environment.Environmental risk assessment develops accompanying people's more and more attention to the accidents that seldom take place but impact largely. As an important component of Environmental Impact Assessment, Environmental Risk Assessment has drawn higher and higher attention of people, and it has become an indispensable part of EIA for construction projects. Ruled by the law, ERA must be done when EIA is being done for those construction projects with great risk."Technical guidelines for Environmental Risk Assessment on projects"was conferred on December 12th in 2004 and began to apply from then on. This provides reference and guidance to Environment Impact Assessment units when they do the work of Environment Risk Assessment on projects.On the basis of carefully studying of the forthcoming technology and methods of Environmental Risk Assessment, and in accordance of specific feature of Chlorine Alkali industry, this paper draws up the technological frame of Environmental Risk Assessment, and carries out the application. On the basis of this technological frame, one can scientifically find the places where risks are in the process of Chlorine Alkali production, and identify the risk sources, and analyses the risks size and the endanger size qualitatively and quantitatively with scientific methods, and compares it with some standards to get the accepting extend of risks, and on the basis gives the way of risk prevention and mitigation, and provides scientific basis for risk...
