In accordance with the situations those natural resources are getting more and more deficient and environment is becoming worse and worse day by day. How to make full use of resources, limit the damage on environment by producing, and get the aim of sustainable development, are the important parts of development of a society.Cleaning producing technology and recycling economy are two basic ways of carrying out sustainable development. To be the basic way of saving, cleaning producing technology is accomplished in alone program or producing line. Cleaning producing technology could only make the first full use of resources. Meanwhile, the main form of recycling economy is'recycling outside', which is based on cleaning producing technology, and carried out in programs, producing lines, companies, areas.Nowadays, the protecting measures on environment is raised from handling at the end to controlling and preventing pollutions, complying with this, EIA is changing from alone program to plan. But, the development of PEIA was hindered by many facts, in the past several years, and now, the system of PEIA is very incomplete. A plan including many programs and production lines, is possessing the conditions of forming ecological producing lines, and performing recycling economy. Recycling economy is an important measure of environment protecting and pollution preventing. In a plan, designing the contents of recycling economy or producing lines reasonable, is the basic safeguard of performing recycling economy successfully. And then, we make a study on assessments on recycling economy, which is regarded as an important part to enrich the system of PEIA.In a plan, the designs of recycling economy is mainly the designs of producing lines which are forming recycling economy, in accordance with the features of producing lines, it is at least limited by compatibility, matching, safety, effect assessment.Compatibility means , in a plan, the kinds of the resources, especially the waste material and redundant energy, running between every two companies or between every two processes in a company, can be accepted in turn; matching means, in or out of the range of the plan, the quantity of the waste material and redundant energy from the front process or company, is covered by the quantity which the latter ones could receive; safety means, whether the transport of the waste material, the redundant energy, and the products produced by the waste materials, are safe or have hidden dangers or not, whether they threaten to safety of health, production and environment; result means, the benefits of economy, society and environment after carrying out the plan.At last, to ascertain the practicability of the plan by judge the assessment result of fixed amount. Then, it is that not only enriching the contents of PEIA, but also making the plan more adapt to sustainable development, at the same time, helping the recycling economy to develop.
