Planning Environmentel Impact Assessment Model For Industrial Park Based On Circular Economy Theory

Regional planning environmental impact assessment is the application of strategic environmental impact assessment at the level of regional development planning. As an important component of strategic environmental impact assessment, regional planning environmental impact assessment is mainly used to determine whether the regional planning can meet the requirements of sustainable development, and in China the related theory and application research is still unmature. In fact,planning environmental impact assessment is such an idea that interves before the project is performed, takes function throughout the entire project from the beginning to the end and always stresses on the importance of environmental protection. Because of planning environmental impact assessment, which is a legal system, environmental factors can get involved in the integrated decision-making of economic and social development, prevent environmental pollution and ecological damage and realize society, economic and environmental sustainable development ultimately in accordance with the capacity and capacity requirements of environmental resources.Based on the summary of basic theories and methods of circular economy concept and regional planning environmental impact assessment, in this thesis, from the concept of circular economy point of view, a set of circular economy development evaluation index system, which contained a general-terget layer, a first order sub-target layer, a second order sub-target layer and specific layers, was established in this research. The evaluation index system included 5 first order sub-target, 9 second order sub-target and 41 specific indexes which related to economic factors, utilizing efficiency, environmental systems and reusing management system. Meanwhile, the assessment model reflecting the circular economy development level of industral parks was constructed by using a five-element partial connection number method of the set pair analysis principle.In this thesis, evaluation criterion were selected and classification sandards were put forward accordingly by taking Hefei circular economy demonstration garden as an example according to its planning report. Furthermore, the circular economy development level of this garden reachedâ…¡(upper lever)base on the assessment model, and was compared with the planning environmental impact assessment results of fuzzy comprehensive evaluation. This can be referred for the development of Hefei circular economy demonstration garden.
