Establishment And Application Of The Modern Agricultural Plan Environmental Impact Assessment Indicators System In Wuhan

With the implementation of the Environment Impact Assessment Law of the People's Republic of China and the Rule of Plan Environmental Impact Assessment,the status of plan environmental impact assessment(PEIA)have been highly raised than before.The relevant technical guidelines of master plan,land use plan and traffic plan are relatively complete.But the modern agricultural PEIA technical system still need improved,especial the establishment of the indicators system.In this paper,the domestic and foreign theories and practices of the agricultural PEIA were firstly summarized.Concerning the development pattern,pollution characteristics of the modern agriculture,the Basic Indicators System Model has been chosen to assess the13 th five-year agricultural PEIA in Wuhan.The complete indicator system of modern agricultural PEIA was established and evaluated.The tasks and conclusions as follow:(1)Based on the situation of Wuhan city,the Basic Indicators System Model was chosen to evaluate the economic and environmental benefits,resource demand and the impact of the plan.(2)Indicators system were divided into three levels,including target level,element level and indicators level.The target level was consist of benefit indicators,resource indicators and environmental indicators.There were two element levels forming benefit indicators namely sustainable social economic index and agricultural production index including 9 indicators.Resource indicators were made up of water resource,land resource and agricultural resource including 6 indicators.And there were three element levels forming environmental indicators that is water quality,soil quality and solid wastes including 12 indicators.(3)The effectiveness of the modern agricultural PEIA indicators system was judged according to the recent research about the effectiveness of PEIA.The establishedindicators system were applied to modern agriculture PEIA in Wuhan.And the advice and environmental requirement were also given to adjust the implementation of the plan.
