The Study On Indicial System Of Railway Plan Environment Impact Assessment

The plan and construction of railway in China are on the way nowadays. The important assignment in the future is how to plan the program and go on the way of sustaining development, which makes the plan environment impact assessment on the pressure. The study of railway plan environment impact assessment and its indicial system are underway, so the central content of this paper is the construction of the indicial system in railway plan environment impact assessment.The important content of this paper is as follow:First, the extent of the domestic and the overseas study on plan environment impact assessment is illustrated and the significance of railway plan environment impact assessment is brought forward. Based on theoretics of indicial system in railway plan environment impact assessment (including the theoretics of indicial system and the theoretics of plan environment impact assessment), the principle and means of the construction of its indicial system are brought forward. Based on the investigation of the railway plan's trait, the identification to environmental impact in railway plan and the significance of its assessable gene are put forward.Second, combined with the identification to environmental impact, the indicial system under three different patterns which are "Pressure-State-Response" (PSR), Life Cycle Assessment(LCA) and the basical mode on indicial system. The indicial system under the pattern of PSR is constructed with the method of analyzing on identification to environmental impact-list, the indicial system under the pattern of LCA is constructed with the method of analogy, and the basical indicator system is constructed strictly with its principle. The indicators under three patterns are analysed with the method of the Analytic Hierarchy Process (AHP) and the converging to setup their weight of coefficient and degree on convergence which can judge the degree on the sustaining development. The merit and shortage are contrasted, and the applicable ranges are confirmed under the three patterns.Last, taking the Rebuilding And Enlarging Plan of Kunming Railway Terminal as an example, the identification to environmental impact is confirmed; the basical indicial system is constructed; and the indicators' weights on society and economy, ecology, and the environmental quality are fixed on; the ability on sustaining development is judged. In the end the paper advances the advice.
