Waste Collection And Handling Present Situation Diagnosis And Countermeasure Research Of HUIZHOU

With the rapidly development of the electronic information industry and the improvement of people's living quality, the producing amount of electronic wastes are increasing steadily, the improper treatment process of which causes a serious environmental pollution and resource waste. How to apply an efficiently recycling process of the resource has become a new lecture in the sustainable development of our country. This paper engaged in the investigation of the electronic waste gathering system and disposal method, holding the purpose of establishing a reasonable and operable gathering and disposal plan.Firstly, in this paper, investigation and analysis was done in the electronic waste disposal condition of HuiZhou, in which a series of problems in electronic waste gathering and disposal were analyzed according to the estimation and prediction of the electronic production in HuiZhou from 2003 to 2015, and the investigation of the construction of the waste gathering system and disposal methods.The electronic waste recycling system and its applying and managing mechanism was mainly discussed in this paper. Relative waste gathering spots and centers were established according to the life cycle assessment (LCA) of the electronic product base on which the foundation of the electronic waste recycling system fitting for HuiZhou was analyzed; and according to the capital analysis to the electronic waste recycling system by using the Integer liner programming (ILP) base on which the recycling amount and capital of the electronic waste were primarily determined. Furthermore, researches were done in the applying mechanism of the electronic gathering in base on the point of view in the industrialization of the electronic waste, base on which the function mechanism in applying and managing electronic waste recycling system of HuiZhou was introduced, the responsibilities of the relative department in the electronic waste recycling system were confirmed, and the investigation in the price system and policy protection of the cost in electronic waste gathering was done.Secondly, the international advantage disposal and recycling technique of electronic waste were introduced, the disposal technique and process of electronic waste for HuiZhou could be primarily determined, and the plan of establishing the electronic waste recycling center was introduced base on the situation of HuiZhou. It is feasible to establish the electronic waste recycling center in HuiZhou according to the economic benefit evaluation and the considering of other factors.Finally, research to the electronic waste management system in HuiZhou was done base on the circular economy theory, base on which the administrative management regulation, management policy, and developing direction were introduced.
