Our environment is facing up with increasingly severe threat resulted in by the high-speed development of economy, the overexploitation of resources, the consumption of both production and life, along with the excessive denseness of urban population. Undoubtedly, environment problem is characterized as the third social and global issue, as well as peace and development. Furthermore, it also involves sustainable development due to the close relationship with resources and population.While realizing the significance of economic development, we should uphold the belief of sustainable development, which takes recycling economy as a guide. And the construction of an ecological province is such a special ecological and economic system, in which laws of nature and development of both economy and society are followed, environmental protection is combined with rational exploitation of resources and the development of efficient ecological industries, and sustainable economic development is given priority to for the sake of the overall progress of society and the organic whole of social, economic and ecological benefits.It is Hainan Province that first proposed the construction of an ecological province. After six years of constant exploration and unremitting efforts, ecological province achieved remarkable results. However, with its social and economic sustainable development and the continuous improvement of people's living standards, the steady stream of municipal solid waste (MSW) has hindered the pace of the construction of an ecological province.Sanitary landfill, composting and incineration are three commonly used techniques of MSW disposal. Besides, advanced technology has adopted in recent years at home, such as recycling and gasification melting process. Different regions should choose a rational and effective approaches suited to local conditions.Taking Hainan as the example, the paper, based on its ecological conditions and socio-economic background, focuses on the study of MSW disposal system among cities, urbans and towns of different sizes, nature of the economic strengths. And is further explores the low cost technologies of MSW disposal for different gradations.
