Nowadays the society faces the reality is: Humanity's science and technology capability and the economic capability are limited, the people subjectively expected realizes humanity's security with many investments as far as possible, this kind of limited safety investment and the maximization safety level request's contradiction is the basic power of safety economic survival and the development.The capacity maturity model (CMM) is a model which stresses on the process appraisal, this paper use the CMM's theory and method, with the characteristic of safety economic activity process, constructed safety economic capacity maturity model (SE-CMM); In view of the maturity appraisal result, established the safety investment decision model with the safety decision theory, provided the optimal security investment decision for enterprise's safety investment, thus provided a new way to discover the question and solve the problem in the safety economy for the enterprise.This paper set PetroChina ChangQing Oilfield Company Oil Production Plant NO.1 as the actual example, appraises its maturity grade with the economic capacity maturity model, displayed the deficiency in its economic activity process by relative plot, convenient for restore the safety economic activity in Production Plant NO.1; Then use the safety investment decision model to instruct the safety investment decision for Production Plant NO.1, solved the safety economic problem macroscopically for it, provided the foundation to obtained the biggest security benefit, provided the safety economy safeguard to sustained development in Production Plant NO.1.
