As a market-oriented pollution control system, Emissions Trading attracts all the attention of the world recently. Emissions Trading changes the rule of consistency control into gross control which brings new hope to the environment protection. Water pollutant Emissions Trading will be the study subject in this paper.In this situation, this paper begins from systemic conception, using multi-disciplinary knowledge, using some analysis and the model of the way to research the rule and mode of the market of Emissions Trading of water pollutant. Because this research is in the exploratory stage in our country, this paper is just the beginning of the project.Analysis of the main includes following work:Firstly, the author researchs the precondition , principle , its advantages and disadvantages of Emissions Trading. This paper theoretically reasons the feasibility of using the experiences in atmospheric pollutant Emissions Trading for reference in China currently. Secondly, this paper researchs and analyses the base of implementing water pollutant Emissions Trading, namely the rule and mode of water pollutant Emissions Trading.Finally, the thesis takes Taihu for the example; it designs the system of Emissions Trading of water pollutant. It puts forward some feasible advice, all of which are expected to be helpful for establishing the system of Emissions Trading.The innovation is contrasting water pollutant and atmospheric pollutant, theoretically reasoning the feasibility of using the experiences in atmospheric pollutant Emissions Trading for reference.In the end, this paper uses the mode of Initial Permit Distribution of atmospheric pollutant Emissions Trading for reference.
