This article focused on the First Plane Academy of AVIC boiler renovation project, according to the characteristics of the Project as well as the characteristics of the local environment and environmental protection goals,on the basis of background collection of air and sound environment,with effective investigation and engineering analysis,drew in-depth analysis and research of environmental noise and air pollutants during the construction period and the operating phase of the project,environmental impact assessment and environmental prediction and management of demonstration facilities have been done,through the First Plane Academy of AVIC in the first phase of boiler room renovation project,with a series of construction noise and smoke dust removal technology,equipment,technology updates practice,and compare environmental impact assessment before and after the renovation,sum up these new facilities and the actual effect of environmental governance,and to provide the necessary theoretical basis and practical information for similar project.Conclusions are drawn as follows:1.Environmental impact analysis of the construction phaseThis project is with a new construction area of 4500 m2,due to its commercial and residential location which is environmentally sensitive,the construction units in the construction period should strictly enforce the "construction industry noise limits," with the reference of this study of the environmental impact forecast and evaluation of environmental protection and management of demonstration facilities,and in accordance with the Government and the relevant provisions of the owners to develop the appropriate rules and regulations,strengthen management,well-organized construction,so that the construction noise can be controlled within the standard,and to minimum the possible construction dust.2.Environmental impact forecast of air pollutants of operational phase(1) After the expansion of the project,the reserved 3 boilers(6t/h) with soot emission concentration of 81.4~92.9 mg/m3,the concentration of sulfur dioxide emissions is 614~716 mg/m3;two new 20t/h boiler soot emissions Concentration is of 35.86 mg/m3,the concentration of sulfur dioxide emissions is 253.4 mg/m3,the concentration of pollutants all meet GB13271-2001 "boiler air emission standards" in the zoneⅡperiodⅡemission standards.(2) Under dominant wind direction and E stability,SO2 concentration of the ground meet all standards,the largest concentration per hour is 0.025 mg/m3,accounting 5.0%SO2 2 hour standard 0.5 mg/m3 for GB3095-1996 "Ambient Air Quality Standard";PM10 on the ground with the largest concentration of 0.0036 mg/m3.(3)Under the typical weather conditions,on the ground the largest concentration of SO2 is 0.0095 mg/m3,accounting 6.3%of 0.15 mg/m3 standard for GB3095-1996 SO2 2 day average;PM10 ground for the largest concentration is 0.0013 mg/m3,accounting for GB3095 -1996 PM10 levels on average 0.15 mg/m3 standard of 0.87 percent.Under the small wind and wind conditions,the calculation results of the environmental point of concern are all among the minimum concentration of pollutants,the project almost did not affect it.(4) In the calculation of concentration of pollutants on the ground,PM10 concentrations of environmentally sensitive point in the ground are 0.0004~0.001 mg/m3,the concentration of sulfur dioxide on the ground is 0.003~0.008 mg/m3,both well below the standards.(5) Due to the improvements of dedusting and desulphurization,the emission of soot reduced with 41.57t/a compare to the emission before the expansion,after the expansion the sulfur dioxide emissions showed a reduction of 11.92t/a,which indicate that the construction of this project is in line with national Pollutant emission reduction policy, therefore,we suggest that this project does not need to add volume control.3.Noise Environmental Impact Forecast(1) Under non-coal train unloading coal circumstances,noise distribution results of the proposed project is with the maximum of 46.6 dB(A),the project's contribution to the noise source community is less than 45 dB(A).Under coal train unloading coal circumstances, noise distribution results of the proposed project is with the maximum of 58.5 dB(A),the project's contribution to the noise source community is less than 48 dB(A),the project noise's contribution to the noise source met the value of the "industrial sector,factory noise standards"(GB12348-90)Ⅱtype of district standards.(2) Under coal train unloading coal circumstances,with source intensity of(88.0 dB(A)), after the implementation of the project,in the North plant boundary there is excessive noise at night,over a multiple of 0.66.The reason is its high background noise.4.The total amount control of pollutantsAs the improvement of dedusting and desulfurization,after the expansion the smoke and dust emissions showed a reduction of 41.57t/a compared to that before the expansion,after the expansion the sulfur dioxide emissions showed a reduction of 11.92 t/a compared to that before the expansion,in line with the national pollutant emission reduction policies and do not add the total control.5.Proposals and requirements on environment protection(1)Strengthen the pollution control facilities to maintain day-to-day management,improve the environmental management system and the use of treatment facilities to stay permit system to ensure that pollution control facilities have always been in good working condition.(2) The height of chimneys must be at least 57 m,otherwise,the concentration of pollutants will be 50%stricter.(3) Air pollutants on-line monitoring system of boiler installation to ensure that the emissions of pollutants are under control of the Government's environmental protection department.(4) Implementation of the border wall of the coal market sector of the West,North and Southern part,adding the roof to the parts in order to reduce dust and noise impact on the environment.(5) Implementation of the project document on "selected low-noise devices," all the fans and pumps should be installed indoor noise control program.(6) The speed of coal transport vehicle should be not greater than 20 km/h when getting through the coal yard and no coal transportation during night time.(7) The new pumping(south side) adopt damping system,and do not open doors and windows on the south side of the room(enter from the other room) to prevent the effects of factory noise sector.
