The Research On The Method Of Establishing Circular Economy Mode Of Urban Industrial Solid Waste And Its Application

A large amount of solid wastes are produced during the industrial process, and it has resulted in environmental pollution and ecological destruction. The most important reason of this situation is that there is no decomposer existing in the ecosystem, thus the solid waste materials could not be effectively broken down or translated into another type of resources. Due to this problem, industrial solid waste must be treated properly. To date, the solid waste utilization has become a global consensus that conects people all over the world. Since the solid waste utilization can both relieve the pressure of environment and increase the reserves of resources, it is a inevitable choice to realize the sustainable development of economy, society and environment. According to the resource-retrenching and environment-amity ideology in our country, it is meaningful for bringing the urban industrial solid waste into the recycling economy system, and the scientifically efficient mode for utilizing the urban solid waste has to be established first. The existing methodologies focused on solid waste utilization were insufficient in leading the practice and it needs improving.This paper focuses on establishing the mode of recycling economy for urban industrial solid waste utilization. The theories of recycling economy, industrial ecology and cleaner production are considered in this research. The paper designs a total mode, and selects"the method of designing regional ecological industry web, social waste-exchange system and resource-recycle industry"as key studies. Then, the method proposed is applied to the city of Changsha, which is a resource- retrenching and environment-amity society and an integrated city with economy, society and culture development, to establish the recycling economy mode of industrial solid waste in Changsha City. In the basis of analyzing production and disposal of Changsha industrial solid waste and forecasting its yearly output, the paper focuses on the work in the following: designing ecological industry web of Changsha Huangxing Eco-Industry Park and Changsha country seat; establishing recycling economy mode in coal and electricity industries. Finally, for recycling economy of urban industrial solid waste running, the paper discussed the guarantee mechanism of it, in respects of finance, law, technology, management and consensus.Also this research may provide methodology support on industrial solid waste utilization, and avoid blindness in recycling economy practice of industrial solid waste, and still make an improvement on practicing recycling economy theory in industrial solid waste utilization. The application of the method in Changsha can not only help the city optimizing routes of industrial solid waste utilization, increasing industrial solid waste utilization, accelerating the construction of resource-retrenching and environment-amity society, but also has great referenced meaning for other cities'recycling economy mode establishing of urban industrial solid waste.
