As a strategic work, master planning mainly focuses on the macro,directional and overall problems in urban development, such as the nature and functions of cities, the space structure and layout and the land use and so on. And it also raises guiding and controlled framework of the important special and sectional issues in urban development. The implementation of its programme will have a far-reaching impact on the environment of cities and the region around it.The environmental impact assessment of master planning is one kind of strategic environmental assessment. It has a pre-evaluation and forecast, and defines the environmental impact of the implementation of the programme. Also, it proposes suitable advices to avoid and reduce the environmental impact. With the organic combination to the planning-making process, environmental factors can be fully integrated into master planning. Thus, the programme will be optimized and the environment will be protected. At present, the study of the environmental impact assessment of master planning is still in an initial stage, and its practical application is also less. Thus, the study of it has important theoretical and practical significance.At first, the paper elaborated the background,purpose and significance of the study, and then unfolded in three aspects of the environmental impact assessment of master planning. The first one is the procedure of the environmental assessment, including the principle of the assessment,general procedure. And it also probed the related issues of the procedure, such as the subject of the assessment,the occasion in which to get involved,public participation and the validity of the assessment. The second one is the content of the assessment. Based on the main content of master planning and the probable environmental impact of it, this part elaborated the main content of the assessment. The third one is the methods and index system of the assessment. In this part, it introduced the general methods of environmental assessment, and analyzed the common methods used in planning environmental assessment. Based on the anterior study, it raised an index system of the environmental assessment of master planning. At last, it concluded the main content and pointed out the limitations and the direction of further study of the paper.
