In recent years,as our country achieves rapid development in the paper industry,accompanied by the paper industry in the development of environmental issues has aroused widespread concern in society.Poter hypothesis points out that the enviromental regulations with appropiate design can stimulate innovation of regulated enterprises,further in the environmental regulatory system while continuing to strengthen the implementation of the international competitiveness of industry improve.In this paper,theoretical analysis and empirical research method are combined to carry out a thorough examination of the impact of environmental regulation of Chinese paper industry on technological innovation.Conclusions are:In China,the stamulation of environmental regulation of the paper industry to technological innovation achieve the initial effect;for better to play the stimulating role of enviromental regulation of paper industry to technological innovation,we still need the process of policy adjustment and industry adaption.This article holds that the unreasonable design of policy and system as well as the industry itself flaws have led to this result.Governments,industries and enterprises should be responsible for their own tripartite to further stimulate technological innovation of paper industry through environmental regulations and improve industrial competitiveness.
