Eco-system has improving the environment, maintaining the balance of economic and social systems, providing significant ecological benefits. The economic value of ecosystem services and the compensation issues has gradually become the new hot spot of.ecology,ecological economics and the economics.This paper put the geo-spatial effects of ecosystem services and the multi-dimensional economic and social elements into this research framework, introducted spatial connection and heterogeneity,in the methods, in addition to the use of classical methods of mathematical statistics, but also the use of spatial statistical methods, trying to explore and analysis the data of samples. This paper studied the cities and counties in Jilin Province to explore the ecosystem services of the cities and counties and the corresponding responses of ecological compensation.Firstly, this paper explored the model of the value of ecosystem services based on forest ecosystems, aquatic ecosystems, arable land ecosystems, grassland ecosystems and marsh ecosystems, comprehensived indicators and methods of the value of ecosystem, calculated the value of the ecosystems of the cities and counties in Jilin Province.Secondly, the paper used the method of global and local spatial autocorrelation statistics, including LISA analysis, Moran's index, the local Moran scatterplot, clustering analysis, such as the effective understanding of the spatial distribution characteristics of ecosystems and socio-economic systems of the cities and counties in Jilin Province, reveald the spatial structure of links and its inherent regularity. From the overall situation,the results showed that significant features of the spatial concentration of differences between the ecological benefits and socio-economic levels in terms of global or local spatial autocorrelation in Jilin Province.Finally, this paper revealed countermeasures and suggestions of mechanisms to resolve compensation issues based on the conclusions of concentration of the ecological, socio-economic analysis (that is the question that who will provide and who will accept the money), the amount of compensation (that is the question that how much will be provided), the way of compensation(that is the question that how will be compensated), the sources of funding and supporting in Jilin Province.
