| In recent years,Anhui province,as a major agricultural province in China,has undertook much more transferred industrial from China's eastern coastal areas.The fusion development between Anhui and the Yangtze river delta was faster and faster.As a result,it has achieved rapid development in social economy.However,its economic development,among different regions,was out of balance;and the local environment also faced tremendous pressure from economic development.That establishing regional ecological compensation mechanism,is the basic guarantee to co-ordinate regional relations between ecology and economy.Ecosystem services value assessment is an important theoretical basis and quantitative basis for ecological compensation study.How to deal with regional interests equilibrium problems to coordinate relationship among different regions successfully ? This is the priority problem to establish regional ecological compensation mechanism.Thus,in this study,by referring to the existing research,the author evaluated the value of ecosystem services of Anhui province,based on land use change data;and on this basis,he evaluated its regional ecological compensation priority on multiple levels,and calculated out the regional ecological compensation amount among Anhui's different cities.Perhaps this study could provide some reference for the authority to build the ecological compensation mechanism.This research draws a conclusion as follows:(1)By evaluating Anhui's ecosystem services value(ESV),four problems are revealed.(1)From 2009 to 2013,Anhui's ESV dropped from 315.892 billion yuan to 313.250 billion yuan,and 90% of its ESV distributed in woodland,water area,and cultivated land.The main reason for the decline of regional ecosystem service value was the reduction of water area,woodland,wetland and cultivated land.(2)All kinds of ecological service functions,of the province and its each ecological region,did not experienced structural changes.That both the dominant ecological service functions of each ecological region and the key distribution areas of every ecological service function ware unchanged.(3)There were slight conflict between the economic development and ecological environment protection in the province and its each eco-region.Especially in Northern Anhui and the area along the Yangtze River Plain,such relations seemed so bad.(4)The quality of regional ecological environment showed a zonal distribution pattern,that the south area's was higherthan the north area' s,the west area's was higher than the north area' s.(2)By calculating out its regional ecological compensation priority sequence(ECPS)of multiple levels,four conclusions are reached.(1)The rank of each eco-region's ECPS,from big to small,is the Wanjiang Eco-region,the Huaibei Eco-region,the Jianghuai Eco-region,the Southern Anhui Eco-region,the Western Anhui Eco-region.Ecological compensation payment should be funded by Wanjiang Eco-region,and paid to the Southern Anhui Eco-region,and the Western Anhui Eco-region.(2)The rank of each principal functional zone from big to small,is the provincial key development zone,the national key development zone,the national agricultural products producing zone,the provincial key ecological function areas,the national key ecological function areas.Ecological compensation payment should be funded amongst the key development zones,and paid to key ecological function areas.(3)The city differ,the ECPS differ.The six cities,such as Huangshan,are in urgent need of ecological compensation payment.The other six cities,such as Tongling,have the obligation to pay compensation.(4)Amongst all the counties or districts in Anhui,there are sixteen counties or districts,such as Shitai courty,which are in urgent need of ecological compensation payment;and fourteen counties or districts,such city of Hefei,have the obligation to pay compensation.(3)According to estimating the regional ecological compensation amount among Anhui's 16 cities,Some meaningful results are obtained.(1)Considering the environmental pollution,the province's eco-economy value was-23.946 billion yuan which was in a loss.(2)There were 7 cities' eco-compensation standards are negative,which means their economic development has occupied other areas' eco-resources and they should pay eco-compensation of 151.402 billion yuan.The other 9 cities' eco-compensation standards are positive and they should receive eco-compensation of127.456 billion yuan.(3)According to the calculation results,every city's right or obligation of eco-compensation,is clearly differentiated.It seems that ecological compensation amount of those cities have shown a phenomenon of group polarization.Putting the ecological compensation into practice seems urgent and may be of much difficulty and resistance.(4)That subdivided the ECPS into the urgent degree of eco-compensation-accepting and the priority degree of eco-compensation-paying is needed.It is necessary and meaningful to comprehensively utilize the ECPS and ecological compensation amount in the study of eco-compensation problem. |
