In recent years, with the offshore oil exploitation and continuous development of the water of oil transportation, offshore oil spills have offen occurred. Oil contaminated to water is serious environment pollution and ensure the sustainability of sea water using, so it is very important that the quality of water is monitored and polluted water is processed.The analysis of oil in water base on the NIR spectrum is simpler and higher sensitive and no pollution and easier in situ measurement. And because of this advantage, the NIR spectrum became research hotspot in the concentration detection of oil in water. This paper researches the NIR spectrum measure way and given a new in situ measurement system.At first, the paper discusses the generation and damage of oil spill and pointed out some merit and shortcoming of existing measurement of spilled oil through analysising and compareding their various performances. On this basis, because of the NIR spectroscopy has been widely used in the oil industry in recent years, the paper proposes a ideas which used the Near-Infrared Spectroscopy technology to monitor the marine oil spill.Next, the paper gives oil spill monitoring of near-infrared light wavelengths photoelectric sensor selection and drive circuit design process in conjunction with the Produced mechanism of near infrared spectroscopy and absorption laws,and described choice of wavelength, modulation of optical flux, design for circuit of lighting device, load analyses of lighting acceptor, and gives the detailed design and calculation process.Then, the paper introduces near-infrared optical monitoring system hardware acquisition circuit.and gives the system's overall design. AC coupling method was used in design which need lower requirement of signal processing require the device of modem. Later, this paper introduced the design of software that used in detection system.Finally, experiment results have been given and validated the design. Then, summary have been given at the end of this dissertation and hope to beneficial to others.
