Study On The County Ecological Construction Of Huan County, Gansu Province

On the basis of ecological demonstration area's construction, ecological county construction had been put forward by National Bureau of Environmental Protection in 2003. The construction of ecological demonstration area was the initial stage for construction of ecological county, and the latter was continuous, developing and the finalist target to ecological demonstration area's construction. Since the Fourth Plenary Session of the Sixteen Central Committee of the Party put forward the strategic task of building a socialist harmonious society, the government pay more attention to push on the building of harmonious society. The mainstream of urban development is constantly improving the level of ecological and building ecological environment suitable for human habitation.Some cities are making experiments of ecological county building that aim to completely change the extensive economic development mode of the traditional industries and abandon the unsustainable development mode of sacrifice environment, change the passive situation of pollution at first and control later or destroy at first and recover later. Take a new road to industrialization and focus on adjusting the economic structure, quickly transform the mode of economic development. Improve the quality and efficiency of economic growth. Vigorously develop the circular economy and building a resource-conserving, environment-friendly society. Take a path of civilized development featuring a thriving economy, an affluent life and a sound eco-system. Pursuit of harmony between man and nature living environment.Huan county is located in the eastern part of Gansu Province, northwest of Qingyang city, has a good geographic conditions and ecological environment, but in recent years, with the process of the urbanization speeding up, some problems to the ecological environment has arised. An urgent need to solve the problem is Huan county how to adapt to the trend of the times. Construction of ecological county is the only way for economic development in Huan county, eco-industry, eco-culture and eco-environment are most importment factors in construction of eco-county.In this paper, on the basis of research in Huan county, based on ecology, ecological economics, sustainable development theory and application of research results, on the basis of American ecologist H.T.Odum's energy analysis, using qualitative and quantitative system analysis method and doing a systematic study and comprehensive evaluation of the current situation of ecological county. A new perspective on the study of Huan county ecological county, the hard currency of the environmental inputs and outputs can be converted into value input and output. on the Huan county ecological county 1988-2007 major energy indicators in changes to the value of a study conducted. Index system of eco-county is constructed, and ecological function of county is planned.The paper combined with requirements and characteristics of the ecological county planning and put forward proposals for sustainable development. Respectively from the Huan county circular economy industrial system, ecological and environmental protection system, ecological human settlement systems and ecological and cultural system described Huan county ecological county's approach and programs. Eventually, the implementation and management system is given to ensure the performance of constructing Huan county as an eco-county.
