Study On Effect Of Ecological City Construction Planning

As people pay more and more attention to the nature ecological environment, the ecological civilization construction is displacing the development patterns with economic development as the center gradually. For the purpose of sustainable development, and based on principles of ecology theory, the ecology city is a new city where people can live in harmony with nature. So the construction planning of the ecology city is different from normal cities. The construction planning of the ecology city needs to follow the principles of environmental protection, adjust measures to local conditions, and some others principles. The construction planning of the ecology city is guided by sustainable development theory, urban ecology theory and the theory of city ecological planning. There is a unique method for ecology city construction panning; the concrete content concludes the total planning with the ecology-oriented, the total planning of ecological county and the planning of eco-environment functional zone. We found that ecological county developed very early abroad, and many counties have finished their ecology construction. However, the research of ecological county in China starts relatively late. With the addition of the undeveloped economy and the unadvanced scientific level, so that there is still a gap compared with developed contries about ecological couty construction planning. So the research on construction of ecological county planning is very important. This paper discussed the specific ecological county construction planning process with the example of Fusong county, Jilin province.Fusong county is located in the northeast China, the southeast of Jilin province. The environment there is very well, while the economy there is relatively backward. So the question is how to construct Fusong county into an ecological county with the environment not being destroyed. After the investigation of the society, economy and the entironment of Fusong county, we made a six-year plan of the ecological construction. The first two years the mainly job is to improve people’s ecological consciousness, and in the form of pilot launch all kinds of construction work. The second stage is the comprehensive construction planning, under the precondition of the sustainable development of the development of all kinds of ecological industry area, economic and technological development zone, scenic tourism development zone, business ecological residential areas, adjusting industrial structure, improve the level of economy, and construct the ecological county. Finally, perfect the construction of cement before, insure that all the villages and towns of air, water, air and other indicators have reached the standard of national ecological villages and towns.On the premise of the construction goal, according to the conservation priority, the principle of ecological integrity, unbalanced development, Fusong county was divided into key ecological function areas, ecological tourist area, ecological agriculture, ecological economic forest tending downtown area, ecological public welfare forest area, six ecological function areas. Different functional areas of ecological construction plays a different role, also have different development direction. Finally, respectively, the ecological industrial system, natural resources and ecological environment system, ecological residential system and ecological culture system that several major areas, put forward their respective construction goal, construction content. Gradually improve the ecological city construction of Fusong county.
