Study On Post-evaluation Of Oil And Gas Pipeline Construction Project

The post-evaluation of oil and gas pipeline construction project is an important link in oil and gas pipeline construction project management, a period of time after oil and gas pipeline project completed and put into operation, it analyses the project objectives, preliminary work, construction and implementation, production and operations, economic benefits, as well as the impact of the project and continuity objectively systematicly and comprehensively, evaluates the aim level of oil and gas pipeline construction project achieves, and effect, beneficial result, influence, sum up experiences and lessons of construction process. Through post-evaluation of oil and gas pipeline construction project, we can improve the future implementation of project decision-making, management and investment returns, provide scientific basis for formulation and adjustment of the investment plan.This paper expatiates basic theory related to the post-evaluation of oil and gas pipeline construction project thoroughly; identifies the elements of post-evaluation of oil and gas pipeline construction projects, combines with the characteristics of oil and gas pipeline construction projects, constructs a set of post-evaluation indicators system which covers the objectives evaluation, the process evaluation, economic evaluation, impact evaluation and continuous evaluation, by surveying from the experts, screen primary indicators, combined with expert opinion to perfect; use AHP and entropy value method to determine the index weight; based on the analysis of a variety of post-evaluation method, for the need of post-evaluation of oil and gas pipeline, use comparative analysis, causal analysis, and gray fuzzy evaluation method as the main method of post-evaluation; take a gas pipeline construction project as an example to make empirical analysis, carry on objectives evaluation, process evaluation, economic evaluation, impact evaluation, continuous evaluation and comprehensive post-evaluation, summarizes experiences and lessons, put forward recommendations for improvement.
