This thesis proposes present situation of China's steel industry including low scrap ratio,large resource consumption serious environmental pollution and big but not strong development based on promoting the development of circular economy in China. This thesis considers that if China's steel industry wants to improve competitive strength and develops circular economy, then it must reduce the efficiency of iron ore which is non-renewable resource, and increase the efficiency of scrap which is renewable resource. This requires that steel enterprise in China should change concept to develop circular economy and improve the operating mode of reverse logistics now in order to increase the scrap ratio. With regards to this, this thesis uses the method of combination of quantitative and qualitative analysis,mathematical model analysis and case study to discuss.This thesis includes six chapters, chapter one mainly explains the research purposes and meanings and summaries the literatures of domestic and abroad. Chapter two analysis the basic matters of scrap reverse logistics in China and related theories. Chapter three analyzes the scrap's supply and demand comparing China with developed country abroad, and proposes that the scrap ratio is very low and enterprises have strong dependence in iron ire in domestic which cause China's steel industry big but not strong from the one hand, so it must increase the use of the scrap in order to improve the scrap ratio, then narrow the gap with developed country abroad. Chapter four is one of the key in this thesis, it mainly focus on the operating mode of steel reverse logistics comparing China with United States, then have a conclusion that steel enterprises in China must improve the operating mode of reverse logistics now in order to make the reverse logistics'operating efficiency catch up developed country abroad, this requires to change the self-mode to the combination of the self-mode and outsourcing mode, then transit to the outsourcing mode in the end. And this chapter quotes mathematical model of scrap's generation and consumption. Combing the mathematical model and the operating mode of steel's reverse logistics, this thesis proposes that only improving the efficiency of steel's reverse logistics, then the generation of scrap could supply enough resources for the consumption of scrap in order to increase the scrap ratio. Chapter five analyzes specific scrap's use in metallurgy and the own of HW steel enterprise in recent years with an example of HW steel enterprise. It also propose that although HW steel enterprise shows a better development trend in consumption of scrap, but the scrap ratio has a large gap compared to the average in the world, and more attention should be taken is the low efficiency of reverse logistics in HW steel enterprise needs to be improved, for this, this thesis gives an improved operating mode and some related suggestions. Chapter six is the thesis'summary, it proposes that our country has a long road to catch up the developed country abroad in development, the steel enterprises should improve the operating mode of reverse logistics and change concepts, and transfer the dependence with iron ire to the full use of scrap which is renewable resource in order to improve the efficiency of resource use and the overall level of development in steel industry.
