The Event of the Waterproof Engineering of the Lake Beds in Yuanmingyuan Park offers us one terrible lesson in the history of environmental protection in China which also draws the concerns from the field of science history. For the purpose of recording and drawing lessons from it, the author takes it as the topic of the thesis, hoping to provide reference for solution of the similar events in the future.The thesis from the angle of scientific spreading, through the study of the event, completely and objectively records it and summarizes and reflects the problems caused by it.Through the thoughtful study of the report The Environmental Impact Assessment Report of the Yuanmingyuan Park Eastern Lake Beds Waterproof Engineering by Tsinghua University EIA Office, the thesis draws the following conclusions: the report failed to meet the requirements of Environmental Protection Administration. there were many obvious mistakes in the report owing to the careless working attitude. The data including some key data involving the focus argument in it were not accurate. The improvement project offered by the report was not enough on the scientific base. The analysis of the thesis about the event hasn't been done in the study of it.The thesis analyzes the behaviors of Yuanmingyuan Administration and for the first time announces the data of the project, points out that the data failed to meet the requirements of Environmental Protection Administration, but the project succeeded in passing the evaluation of the bureau which exposed the negative activities of it and the attitude of ending the event as soon as possible in case of dilemma.The thesis finally summarizes and reflects the consequents of the event. It proves that each organization failed to fulfill its target. The project was delayed by the interruption from the bureau due to the report of the media, which further destroyed the ecological balance of the relic; the administration bided for the project illegally, void of the sense of environmental protection, the relevant departments didn't supervise it effectively which affected its prestige and increased the input of construction; the media misled the public by distorting the fact, thus resulted in the loss of justification; some scholars and academic organizations couldn't seek truth from the fact and carry the responsibilities of it, which destroyed the images of the scholars in the public; the interruption of the bureau and negative activities of other organizations caused the doubts towards the executives of the government. The event also reminds us of adding and completing relevant laws and regulations to avoid the similar events in the future. All of these are what we can get from the event.
