Research On The Index System Of Ecological Civilization Construction In West China

For a long time, the implementation of development strategy in western Cina was essentially resource-oriented, and was based on the energy and raw materials. With a large number of mineral resources exploitation, not only disturbed the balance of resource reserves, but also caused serious damage to the ecological environment. Currently, the western regions still are the underdeveloped areas, and the concept of "Ecological Civilization" and statistical index are more conducive to avoid taking the way of treatment after pollution of developed regions, effectively alleviate the contradiction between economic development and environmental protection, and achieve social, economic and environmental sustainable development. It's useful for measuring and evaluating the various regions of China, especially the western region's development situation and trends, helping the decision makers to monitor and evaluate the past, present development, and planning the objectives for the future in west China.In-depth understanding of ecological civilization and sustainable development-related basis of the concept, the statement of ecological civilization which shares a conceptual definition that is integrative in considering ecological economy, ecological carrying capacity, ecological environment, ecological safeguard arid ecological development dimensions (five pillar concepts) and is geared at preserving the development potentials of society.39 representative indicators were chosen to reflect the specific requirements of ecological civilization in the west regions of China after discussion, revision, remove and measurement. By applying the GAHP to determine the weights of various indicators and criteria, and a comprehensive calculation model and the construction of ecological civilization index (CECI) were obtained. Through the Gray Clustering method in 12 provinces (autonomous regions and municipalities) of the western, correlation coefficients were calculated, thereby index system and indicators'value in the base year (2007) were established. The full permutation polygon synthetic indicator method was applied to evaluate the current stage of ecological civilization in Sichuan and Guizhou Province.Evaluation index system of ecological civilization was adopted LEAP model for measurement in 2007 as the base year, and setting drivering factors to predict the following 13 years'resources and energy utilization, pollutant emission of west in different social and economic conditions. Set high, medium and low development programmes, analyzes water, energy and other resources, the contradiction between supply and demand resources, pollutant emission coefficients and total production control objectives and so on. The examination index system of ecological civilization which contains 35 indicators was constituted in the best economic development of program. By comparing indicators of ecological civilization construction with the target value, appropriate measures and plan to promote the west to improve the situation of ecological civilization can be developed.The research on Index System of Ecological Civilization construction is a kind of exploratory theoretical study, but also a practical application of the subject. The index System of Ecological Civilization represents the current ecological environment qualities and the level of development, and provides ideas and methods for the future construction in western region.
